Investigators suspect that Master attributes its assets to shares in Reag-managed funds that, under what critics describe as weak oversight by Brazil\u2019s securities regulator (CVM), conceal assets and values.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"46\" data-block-id=\"4\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">This Master-Reag, Vorcaro-Mansur connection\u2014now unified under a single legal strategy\u2014is far from a minor development in the ongoing investigation.\u00a0<strong>Pierpaolo Bottini<\/strong>, Vorcaro\u2019s former lawyer, has entered plea agreements but is best known for representing individuals targeted by major anti-corruption probes since the Car Wash investigation era.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"39\" data-block-id=\"5\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The arrival of Jos\u00e9 Luis de Oliveira Lima\u2014known as Juca\u2014indicates that Vorcaro and Mansur will act together. If there are plea deals, they probably won&#8217;t target each other specifically, but rather the broader system\u2014politicians, judges, regulators, and financial players.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"58\" data-block-id=\"6\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">It remains unclear where businessman\u00a0<strong>Nelson Tanure<\/strong>\u00a0will position himself. He is represented by another lawyer, Pablo Testoni, and was also the target of a search and seizure in Compliance Zero. Federal police suspect he is the hidden controlling shareholder of Master, and federal prosecutors have charged him with financing R$700 million in capital injections into the bank.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"56\" data-block-id=\"7\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Even if Tanure\u2019s role remains unclear, it is becoming more likely that the operators at the center of the scheme will collaborate against a fragmented institutional landscape. At the Supreme Court, where there are signs that at least two justices acted defensively in Vorcaro\u2019s favor, the latest step has been to bring in the team captain.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"78\" data-block-id=\"8\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Justice\u00a0<strong>Gilmar Mendes<\/strong>\u2019s delay in ruling on Vorcaro\u2019s arrest, at a moment when the outcome already seems decided, is widely seen as a deliberate signal. A clearer message, however, came when he moved to suspend a virtual session and bring to the full bench a case involving a preliminary injunction by Justice\u00a0<strong>Fl\u00e1vio Dino<\/strong>. The injunction had stopped a congressional inquiry\u2019s attempt to access the tax and banking records of\u00a0<strong>F\u00e1bio Lu\u00eds Lula da Silva<\/strong>, the president\u2019s son.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"67\" data-block-id=\"9\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">By bringing the case to the physical plenary, Mendes seems to be testing whether his colleagues are willing to involve\u00a0<strong>President Lula<\/strong>\u00a0in a broader institutional confrontation. A view gaining support within the court suggests that if Lula did not obstruct the Master investigation because he has no connection to its alleged wrongdoing, then the principle of \u201ceach to his own\u201d should apply universally\u2014including to his son.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"80\" data-block-id=\"11\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Known as \u201cLulinha,\u201d or little Lula, he came under scrutiny in the investigation due to his connections with Bras\u00edlia lobbyist\u00a0<strong>Roberta Luchsinger<\/strong>. Deals she pursued with\u00a0<strong>Antonio Camilo Antunes<\/strong>\u2014the so-called \u201cbald man of the INSS\u201d\u2014did not come to fruition. Still, questions remain about how the president\u2019s son earns a living in Spain and whether his ties to Luchsinger go beyond unsuccessful business ventures. Lula has said he \u201cwould not vouch\u201d for his son, though he is closely monitoring the case.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"73\" data-block-id=\"12\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The president has voiced frustration over his approval ratings declining due to a scandal involving the financial system, Congress, and the courts. They cannot present a united front toward the executive if they remain deeply divided internally.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"45\" data-block-id=\"15\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Casual political gatherings over the weekend in Bras\u00edlia indicated that speculation about the possible retirements of justices\u00a0<strong>Dias Toffoli<\/strong>\u00a0and\u00a0<strong>Alexandre de Moraes<\/strong>\u00a0remains just that\u2014speculation. For now, they seem confident that a Senate led by Davi Alcolumbre would not push forward with impeachment proceedings.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"54\" data-block-id=\"17\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">On Monday, Dino sent a separate message to the National Council of Justice (CNJ), chaired by Justice\u00a0<strong>Edson Fachin<\/strong>. As the rapporteur in the appeal of a judge removed from office by the Rio de Janeiro court and the CNJ, Dino ruled that compulsory retirement can no longer be regarded as a disciplinary penalty.<\/p>\n<\/div>\n<div data-track-category=\"multicontent\" data-track-action=\"ultimo chunk conteudo\" data-track-noninteraction=\"false\" data-track-scroll=\"view\">\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"83\" data-block-id=\"18\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">However, the decision sends the case back to the CNJ, effectively prompting Fachin to give substance to the rhetoric of stricter judicial accountability. When Dino made his ruling public, Fachin was giving a lecture at a Bras\u00edlia law school, reciting the seven principles meant to guide the judiciary\u2014dignity, independence, impartiality, prudence, restraint, civility, and integrity. The Master scandal has called all of them into question.
