Opposing its ratification now, he argued, \u201cwould be like scoring an own goal and handing the game over to China.\u201d<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"30\" data-block-id=\"5\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">He emphasized that the deal offers a historic opportunity for strategic economic integration between two blocs that share common values and institutions, especially at a time of growing global instability.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"3\" data-block-id=\"7\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\"><strong>Broad benefits<\/strong><\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"41\" data-block-id=\"8\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Besse said a range of French sectors stand to benefit from the agreement\u2019s implementation, including wine, champagne, and spirits, dairy products, and goods with protected designations of origin. Industrial sectors such as aerospace, automotive, pharmaceuticals, and energy\u2014particularly renewables\u2014would also see gains.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"49\" data-block-id=\"9\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\"><a class=\"\" href=\"https:\/\/valorinternational.globo.com\/foreign-affairs\/news\/2026\/01\/09\/eu-countries-clear-mercosur-trade-deal-ending-25-years-of-talks.ghtml\" data-mrf-link=\"https:\/\/valorinternational.globo.com\/foreign-affairs\/news\/2026\/01\/09\/eu-countries-clear-mercosur-trade-deal-ending-25-years-of-talks.ghtml\">The agreement was signed on Saturday (17) in Paraguay<\/a>\u00a0by Mercosur representatives and European Commission President Ursula von der Leyen. It creates the world\u2019s largest free trade area, encompassing over 700 million consumers across 32 countries\u201427 in the EU and five in Mercosur\u2014with a combined GDP of $22 trillion.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"65\" data-block-id=\"10\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Despite optimism among business leaders, the deal hit a political setback on Wednesday (21), when the European Parliament voted to request a legal review of the agreement. The decision, passed with 334 votes in favor, 324 against, and 11 abstentions, sends the text to the European Court of Justice to assess its compliance with EU laws, potentially freezing the process for at least two years.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"47\" data-block-id=\"11\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">To overcome such opposition, Besse said it is essential to raise awareness across Europe of the deal\u2019s benefits. \u201cEuropean investors and entrepreneurs in this region need to help educate people in their home countries. We are living proof that this is a land of opportunity,\u201d he said.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"2\" data-block-id=\"12\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\"><strong>Farming concerns<\/strong><\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"56\" data-block-id=\"13\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\"><a class=\"\" href=\"https:\/\/valorinternational.globo.com\/politics\/news\/2024\/03\/28\/lula-calls-for-increased-cooperation-with-france-macron-attacks-eu-mercosur.ghtml\" data-mrf-link=\"https:\/\/valorinternational.globo.com\/politics\/news\/2024\/03\/28\/lula-calls-for-increased-cooperation-with-france-macron-attacks-eu-mercosur.ghtml\">France has been at the center of the resistance<\/a>. The country was one of five that voted against the deal within the European Commission and has led opposition driven by pressure from the agricultural sector. French producers argue the agreement would lead to unfair competition and misaligned environmental and sanitary standards between the EU and Mercosur.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"37\" data-block-id=\"15\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\"><a class=\"\" href=\"https:\/\/valorinternational.globo.com\/agribusiness\/news\/2026\/01\/22\/brazil-plans-to-phase-out-ultra-hazardous-pesticides.ghtml\" data-mrf-link=\"https:\/\/valorinternational.globo.com\/agribusiness\/news\/2026\/01\/22\/brazil-plans-to-phase-out-ultra-hazardous-pesticides.ghtml\">Concerns include the use of pesticides banned in the EU<\/a>\u00a0and looser rules on environmental protection and deforestation. European producers fear that complying with stricter rules at home will make their products more expensive and less competitive.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"42\" data-block-id=\"16\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Besse acknowledged that some concerns\u2014particularly in the livestock sector\u2014are legitimate but argued that the debate in France has been \u201chijacked\u201d by narratives he considers exaggerated and out of touch. \u201cUnfortunately, we\u2019ve ended up with an irrational interpretation of the agreement,\u201d he said.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"38\" data-block-id=\"17\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">He drew parallels to the EU-Canada free trade agreement, which initially faced resistance from French agricultural groups. \u201cTen years later, we can see that it worked out well for everyone. Trade flows increased in both directions,\u201d he said.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"2\" data-block-id=\"18\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\"><strong>Untapped potential<\/strong><\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"49\" data-block-id=\"19\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Besse said the agreement includes important safeguards. For example, beef imports from Mercosur to the EU will be capped at 99,000 tonnes per year, just 1.2% of the bloc\u2019s total beef consumption. \u201cIt\u2019s not like half the beef consumed in Europe is suddenly going to be replaced,\u201d he noted.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"62\" data-block-id=\"20\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Among the sectors likely to benefit immediately are wines, champagnes, spirits, dairy, and protected-origin products, which will receive legal protection in the South American market. France currently exports about 700,000 bottles of wine and champagne to Brazil each year, a number that should increase as tariffs drop. \u201cFrench wine will finally compete on equal footing with Argentinian and Chilean wine,\u201d Besse said.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"51\" data-block-id=\"21\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">In the industrial sector, expected gains include aerospace, automotive, electrical equipment, pharmaceuticals, cosmetics and beauty products, infrastructure, and energy. In particular, Besse highlighted growth in renewable energy, where French and European firms have a strong and growing presence in Brazil, including in wind and solar energy, transmission lines, and hydropower plants.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"2\" data-block-id=\"22\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\"><strong>Corporate presence<\/strong><\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"51\" data-block-id=\"23\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">French corporate presence in Brazil is significant. According to Besse, about 1,300 French companies operate in the country, generating more than R$400 billion in revenue in 2024 and employing approximately 560,000 people. That makes France the largest foreign employer in Brazil and the second-largest foreign investor, behind only the United States.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"21\" data-block-id=\"25\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Still, bilateral trade remains modest. In 2024, it totaled around \u20ac8 billion, with a relatively balanced flow between imports and exports.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"47\" data-block-id=\"26\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Besse said the agreement opens \u201ca highway\u201d for expanding trade in the medium term, as tariff reductions will be gradual. He noted that in addition to large multinationals, the deal should benefit French small and medium-sized enterprises, which currently face greater hurdles in accessing the Brazilian market.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"25\" data-block-id=\"27\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">He also stressed the deal\u2019s geopolitical importance at a time when multilateralism is under pressure and trade tensions\u2014particularly with the United States\u2014are on the rise.<\/p>\n<\/div>\n<div data-track-category=\"multicontent\" data-track-action=\"ultimo chunk conteudo\" data-track-noninteraction=\"false\" data-track-scroll=\"view\">\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"44\" data-block-id=\"28\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">\u201cIntegration between Europe and South America is more necessary than ever,\u201d Besse said.
