The share of respondents who\u00a0<strong>disapprove of his government rose to 50%<\/strong>, up from 49% in October, while approval slipped to 47% from 48%.<\/p>\n<\/div>\n<div class=\"wall protected-content\">\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"40\" data-block-id=\"3\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The slight declines, within the survey\u2019s margin of error, come as the Lula administration faces growing pressure to engage in the\u00a0<strong>public security debate<\/strong>\u00a0following a\u00a0<a class=\"\" href=\"https:\/\/valorinternational.globo.com\/politics\/news\/2025\/11\/03\/deadliest-rio-raid-lifts-governors-ratings-but-not-sense-of-safety.ghtml\" data-mrf-link=\"https:\/\/valorinternational.globo.com\/politics\/news\/2025\/11\/03\/deadliest-rio-raid-lifts-governors-ratings-but-not-sense-of-safety.ghtml\">major police operation in Rio de Janeiro<\/a>\u00a0last month that\u00a0<strong>l<\/strong>eft 121 people dead.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"46\" data-block-id=\"4\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Disapproval increased across three of Brazil\u2019s regions: to 38% from 36% in the Northeast region, to 53% from 52% in the Southeast, and to 61% from 56% in the South. On the other hand, the disapproval rating fell in the North\/Central-West region, to 51% from 55%.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"47\" data-block-id=\"5\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The Lula administration\u2019s approval ratings also shifted within the margin of error. The share of those who rate the government as \u201cpoor\u201d rose to 38% from 37%, while positive evaluations dropped to 31% from 33%. The share describing the administration as \u201caverage\u201d went to 28% from 27%.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"20\" data-block-id=\"6\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The survey interviewed 2,004 people between November 6 and 9 and has a two-point margin of error, up or down.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"59\" data-block-id=\"7\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The November results interrupted a recovery trend for Mr. Lula that Quaest had been recording since midyear. July marked the start of a more active federal response to U.S. threats of higher tariffs on Brazilian goods and possible sanctions against Brazilian officials involved in the\u00a0<a class=\"\" href=\"https:\/\/valorinternational.globo.com\/politics\/news\/2025\/11\/10\/bolsonaro-unlikely-to-be-arrested-before-final-appeals-are-reviewed.ghtml\" data-mrf-link=\"https:\/\/valorinternational.globo.com\/politics\/news\/2025\/11\/10\/bolsonaro-unlikely-to-be-arrested-before-final-appeals-are-reviewed.ghtml\">legal case against former President Jair Bolsonaro over his role in an attempted coup<\/a>.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"41\" data-block-id=\"8\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">According to the pollster, the loss of momentum reflects the fallout from the large-scale police action in Rio. The aftermath of Operation Conten\u00e7\u00e3o reignited debate over how to tackle organized crime and highlighted differences between the Lula administration and opposition groups.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"37\" data-block-id=\"9\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Although Mr. Lula described the operation as \u201cdisastrous,\u201d 67% of respondents approved of the police action, while 25% disapproved. When asked whether the police used excessive force, 67% said no, compared with 29% who believed they did.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"27\" data-block-id=\"10\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Concern about violence rose notably between October and November, with 38% of respondents naming it as Brazil\u2019s most pressing issue, compared with 30% in the previous poll.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"3\" data-block-id=\"11\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\"><strong>Lula and Trump<\/strong><\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"22\" data-block-id=\"12\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\"><a class=\"\" href=\"https:\/\/valorinternational.globo.com\/foreign-affairs\/news\/2025\/10\/27\/lula-says-he-and-trump-set-negotiation-rules.ghtml\" data-mrf-link=\"https:\/\/valorinternational.globo.com\/foreign-affairs\/news\/2025\/10\/27\/lula-says-he-and-trump-set-negotiation-rules.ghtml\">President Lula\u2019s meeting with U.S. President Donald Trump<\/a>\u00a0on October 26 to discuss the tariff dispute was known to 65% of respondents.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"40\" data-block-id=\"13\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Among those surveyed, 45% said the encounter strengthened Mr. Lula politically, 30% said it weakened him, and 10% saw no change. A majority (51%) believe both leaders will reach an agreement to reduce tariffs, while 39% think they will not.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"3\" data-block-id=\"14\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\"><strong>Economy and prices<\/strong><\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"29\" data-block-id=\"15\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Perceptions of the economy, which had been a key driver of negative evaluations of the government, remained mostly stable in November, showing mild signs of improvement for Mr. Lula.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"50\" data-block-id=\"17\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">According to the latest poll, 43% of respondents still believe the economy has worsened over the past 12 months, nearly unchanged from 42% in October. However, the share who see improvement rose from 21% to 24%, while those who believe it has stayed the same fell to 32% from 35%.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"40\" data-block-id=\"18\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">When asked about food prices, 58% said they had risen in the month prior to the survey, down from 63% in October.
