In contrast, according to the Observat\u00f3rio do Clima, 50 bills with high potential for social and environmental harm are currently moving forward. Among the main concerns is this week\u2019s scheduled review of presidential vetoes to the environmental licensing bill, which environmentalists see as a troubling sign just as the country prepares to host the pre-COP30 meeting.<\/p>\n<\/div>\n<div class=\"wall protected-content\">\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"34\" data-block-id=\"3\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The leadership of both the Chamber of Deputies and the Senate declined to comment. Behind the scenes, however, lawmakers say the polarized political climate has made it difficult to advance a constructive legislative agenda.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"32\" data-block-id=\"4\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">According to Nilto Tatto (Workers\u2019 Party, PT, S\u00e3o Paulo), coordinator of the Joint Parliamentary Front for the Environment, there is a disconnect between the urgency of the climate crisis and Congress\u2019s actions.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"34\" data-block-id=\"5\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">\u201cWhile the government works to show results in reducing deforestation and seeks international financial support, Congress moves in the opposite direction, prioritizing regulatory rollbacks such as relaxed licensing and land regularization,\u201d Mr. Tatto said.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"21\" data-block-id=\"6\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">For Suely Ara\u00fajo, policy coordinator at the Observat\u00f3rio do Clima, the vote on the licensing vetoes\u2014scheduled for Thursday (16)\u2014is particularly worrisome.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"66\" data-block-id=\"7\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">\u201cThe farm caucus is expected to fight for the vetoes\u2019 overturn. Another red flag is the Foreign Affairs Committee\u2019s rejection of the Escaz\u00fa Agreement,\u201d she noted. Signed in New York in 2018, the Escaz\u00fa Agreement is the first environmental treaty in Latin America and the Caribbean to guarantee access to information, justice, and protection for environmental defenders. Although Brazil signed it, congressional ratification is still pending.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"30\" data-block-id=\"8\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The bill\u2019s rapporteur, Congressman Evair Vieira de Melo (Progressives Party, PP, Esp\u00edrito Santo), recommended rejecting the treaty, citing \u201cpractical implications and potential risks to national sovereignty and Brazil\u2019s economic interests.\u201d<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"38\" data-block-id=\"9\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">\u201cIt\u2019s extremely rare for Congress to reject an international agreement,\u201d Mr. Ara\u00fajo explained. \u201cIt reflects pressure from the ruralist bloc, criticism of environmental regulation, and fears about transparency\u2014for instance, concerns that rural property data could become publicly available.\u201d<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"46\" data-block-id=\"10\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Environmentalists are prioritizing the preservation of the presidential vetoes this week, though the likelihood of their being overturned is high. \u201cIf Congress overturns them, the only recourse will be to challenge the law before the Supreme Court through a direct action of unconstitutionality,\u201d said Mr. Ara\u00fajo.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"39\" data-block-id=\"11\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Mr. Tatto attributes the lack of progress to the influence of the ruralist bloc\u2014aligned with conservatives and the political center\u2014and to polarization ahead of the municipal elections. \u201cToday\u2019s Congress is out of sync with the climate crisis,\u201d he argued.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"24\" data-block-id=\"13\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">He noted that 2024 saw some positive developments, including the regulation of carbon markets, biofuels, and energy transition, often with support from agribusiness lawmakers.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"28\" data-block-id=\"14\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">\u201cThis year, however, there\u2019s no long-term perspective\u2014only short-term political interests. That endangers not just sustainability but also agriculture itself, which will suffer from climate impacts,\u201d Mr. Tatto warned.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"47\" data-block-id=\"15\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The environmental caucus believes that the anti-environmental agenda harms Brazil\u2019s international image. \u201cCongress undermines Brazil\u2019s climate diplomacy. International observers interpret our votes as the country\u2019s position, regardless of the government\u2019s efforts in multilateral negotiations. It leaves us in a contradictory position as COP host,\u201d Mr. Tatto said.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"46\" data-block-id=\"16\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">In March, Environment Minister Marina Silva met with 30 lawmakers to align a legislative strategy for COP30, but little progress has been made. According to ministry sources, efforts have focused on defending the environmental licensing framework from setbacks, leaving \u201clittle room\u201d for advancing new positive initiatives.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"28\" data-block-id=\"17\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Mr. Tatto said he plans to ask Chamber President Hugo Motta (Republicans of Para\u00edba) to bring at least a few pro-environment bills to the floor before the summit.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"59\" data-block-id=\"18\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The 2025 Legislative Agenda, published by the Observat\u00f3rio do Clima and backed by 22 environmental organizations, identifies a \u201cdestruction package\u201d of bills that could severely harm ecosystems, traditional peoples\u2019 rights, and Brazil\u2019s climate targets. These include measures that weaken licensing and land laws, alter the Forest Code and the Atlantic Forest Law, and even allow privatization of coastal zones.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"44\" data-block-id=\"19\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">On the positive side, environmentalists hope to advance proposals such as the Law of the Sea (creating a national marine conservation policy), the Circular Economy Bill (setting plastic reduction and recycling targets while compensating waste pickers), and the National Policy for Biodiversity Economy (PNDEB).<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"35\" data-block-id=\"20\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Other key proposals include a constitutional amendment recognizing climate security as a fundamental right, tougher penalties for environmental crimes, and the Agenda 2030 Bill, which aligns national policy with the UN\u2019s Sustainable Development Goals (SDGs).<\/p>\n<\/div>\n<div data-track-category=\"multicontent\" data-track-action=\"ultimo chunk conteudo\" data-track-noninteraction=\"false\" data-track-scroll=\"view\">\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"43\" data-block-id=\"22\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">\u201cIt\u2019s important for Congress to send a signal before COP30,\u201d Mr. Tatto emphasized. \u201cWe\u2019ll work to move at least part of this agenda forward.
