The\u00a0Lula administration<\/strong>\u00a0will kick off trade negotiations with the United States this week, keeping a close eye on Brazil\u2019s electoral calendar. According to sources in the presidential palace, one of the government\u2019s main goals is to reach 2026 without new sanctions on Brazilian products or institutions\u2014and ideally, with some degree of goodwill or retreat from U.S. President\u00a0Donald Trump<\/strong>\u00a0following\u00a0recent signs of rapprochement<\/a>\u00a0between the two leaders.<\/p>\n<\/div>\n

The strategy assumes that the fewer sanctions the United States imposes on Brazil, the fewer doubts there will be internationally about the legitimacy of\u00a0Brazil\u2019s upcoming elections<\/a>.<\/p>\n<\/div>\n

\n

Advisers close to Mr. Lula say the move is partly motivated by concerns that\u00a0Jair Bolsonaro\u2019s<\/strong>\u00a0political movement aims to push Mr. Trump to reject the results of\u00a0Brazil\u2019s 2026 election<\/a>\u2014an outcome that could weaken the country\u2019s democracy in the eyes of the world. Congressman\u00a0Eduardo Bolsonaro<\/strong>\u00a0(PL of S\u00e3o Paulo), the former president\u2019s son, publicly acknowledged this possibility months ago.<\/p>\n<\/div>\n

\u201cI can easily foresee the United States not recognizing a Brazilian election. That would make Brazil, the entire country, subject to international sanctions. And when the U.S. imposes such sanctions, they\u2019re often followed by the European Union, Canada, and others. I hope that doesn\u2019t happen,\u201d said Eduardo in March.<\/p>\n<\/div>\n

Until recently, officials in Bras\u00edlia were convinced that Mr. Trump would use his political leverage to undermine Mr. Lula\u2019s reelection bid. Now, however, they believe the government has managed to shift the dynamic and must handle ongoing talks \u201cwith caution\u201d to preserve the positive momentum in bilateral relations through next year.<\/p>\n<\/div>\n

The diplomatic effort is being coordinated by Foreign Minister\u00a0Mauro Vieira<\/a>, Finance Minister\u00a0Fernando Haddad<\/strong>, and Vice President\u00a0Geraldo Alckmin<\/strong>. Mr. Vieira is expected to meet personally with U.S. Secretary of State\u00a0Marco Rubio<\/strong>\u00a0in the coming days. Mr. Haddad was also scheduled to travel to Washington but canceled the trip to focus on alternatives to a\u00a0provisional presidential decree overturned last week<\/a>\u2014an event that removed more than R$40 billion from next year\u2019s federal budget.<\/p>\n<\/div>\n

For now, the presidential palace is focused on damage control. Officials are wary of Mr. Trump\u2019s unpredictable behavior, given his sudden policy shifts in cases such as the Russia-Ukraine conflict. \u201cThere\u2019s no guarantee,\u201d said one government insider, \u201cthat the U.S. president will maintain his friendly tone toward Brazil through the election period.\u201d<\/p>\n<\/div>\n

\n

Meanwhile, little has changed in practical terms:\u00a0Brazilian goods remain subject to 50% tariffs<\/a>, and national institutions continue to face sanctions under the\u00a0Magnitsky Act<\/a>.<\/p>\n<\/div>\n

\n

\u201cAt this point, the Lula administration is celebrating the fact that it received a positive initial response, even though no concrete discussion of sanctions or concessions has taken place. We must remember that trade relations with the United States remain very poor,\u201d said Benny Spiewak, an international law expert with a master\u2019s degree from George Washington University and partner at SPLAW Advogados. \u201cIf the election were held tomorrow, the tone of the U.S. statement would clearly be critical of Lula\u2019s potential reelection,\u201d Mt. Spiewak added. \u201cThe Itamaraty [Brazil\u2019s Foreign Ministry] will have to work hard to resolve\u2014or at least give the impression it is resolving\u2014these issues before then.\u201d<\/p>\n<\/div>\n

Other analysts share this view. \u201cEntering 2026 without any political or economic sanctions from the United States will depend on how pragmatically the Lula administration handles foreign policy,\u201d said Carla Junqueira, an international trade lawyer at CJA Trade Law. \u201cThe Brazilian government must act cautiously, negotiating potential reversals while showing voters that it is defending national sovereignty against external pressure. That would reduce the risk of foreign questioning of the election\u2019s legitimacy.\u201d<\/p>\n
