Mr. Alckmin, who also serves as Minister of Development, Industry, Trade and Services, said Brazil sees an opportunity to build a broad agenda with the U.S.,\u00a0<a class=\"\" href=\"https:\/\/valorinternational.globo.com\/economy\/news\/2025\/09\/15\/global-race-for-critical-minerals-could-speed-up-brazils-regulation.ghtml\" data-mrf-link=\"https:\/\/valorinternational.globo.com\/economy\/news\/2025\/09\/15\/global-race-for-critical-minerals-could-speed-up-brazils-regulation.ghtml\">especially around strategic minerals<\/a>.<\/p>\n<\/div>\n<div class=\"wall protected-content\">\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"30\" data-block-id=\"3\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Asked about his confidence in dialogue with the U.S., Mr. Alckmin said it\u2019s important to stay calm, adding with a laugh that he\u2019s an anesthesiologist, drawing chuckles from the audience.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"73\" data-block-id=\"4\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Mr. Alckmin said Brazil and the U.S. have a \u201cpositive agenda,\u201d highlighting two centuries of partnership and long-standing American investors such as General Motors and Caterpillar. \u201cThe U.S. has a trade surplus with us. Among G20 countries, they only have a surplus with three: the U.K., Australia, and Brazil. This year, our exports to them rose 4.5%, while their exports to us grew 12.5%. Brazil is not the problem, Brazil is the solution.\u201d<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"51\" data-block-id=\"5\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">On tariffs, he noted that eight of the top ten American products exported to Brazil are subject to zero duties, and the country\u2019s average tariff rate is 2.7%. On the non-tariff front, he added, Brazil offers abundant clean, green, renewable energy, and also sees potential to advance cooperation on strategic minerals.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"39\" data-block-id=\"6\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">He emphasized that private sector engagement in the U.S. is essential to negotiating changes in U.S. trade policy. The goal, he said, is to lower rates and remove the remaining 35% of items still subject to the tariff hikes.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"45\" data-block-id=\"7\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Mr. Alckmin rejected any immediate application of Brazil\u2019s reciprocity law and argued for a cautious approach that promotes free trade and multilateralism. \u201cLet\u2019s not forget that last week,\u00a0<a class=\"\" href=\"https:\/\/valorinternational.globo.com\/busca\/click?q=pulp&amp;p=1&amp;r=1758024484224&amp;u=https%3A%2F%2Fvalorinternational.globo.com%2Fbusiness%2Fnews%2F2025%2F09%2F11%2Ftrump-administration-lifts-10percent-tariff-on-brazilian-pulp.ghtml&amp;syn=False&amp;key=df80a1e0068174c64bfbfa1d3d6c8db4\" data-mrf-link=\"https:\/\/valorinternational.globo.com\/busca\/click\">pulp was removed from the tariff list<\/a>. The rate didn\u2019t drop to 10%, it went to zero.\u201d<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"40\" data-block-id=\"8\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">He pointed to other positive developments in Brazil, such as food prices improving, the exchange rate reaching R$5.32 per dollar, and gains in the stock market. His main concern, he said, is the need for strict fiscal and monetary policies.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"73\" data-block-id=\"9\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">\u201cThere\u2019s nothing worse for fiscal policy than a Selic [base rate] at 15%,\u201d he said. \u201cA 1% increase in Selic adds R$48 billion just to roll over the debt. You cut R$200 million from healthcare, R$300 million from education, R$400 million from logistics and infrastructure, and every 1% costs R$48 billion to roll over the debt.\u201d He added that there is no justification for Brazil having the second-highest interest rate in the world.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"49\" data-block-id=\"10\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">When asked about\u00a0<a class=\"\" href=\"https:\/\/valorinternational.globo.com\/busca\/click?q=election&amp;p=4&amp;r=1758027252453&amp;u=https%3A%2F%2Fvalorinternational.globo.com%2Fpolitics%2Fnews%2F2025%2F08%2F21%2Fpoll-shows-lula-leading-all-2026-election-scenarios.ghtml&amp;syn=False&amp;key=a6eaf9fa75b806108ec339f63c56360a\" data-mrf-link=\"https:\/\/valorinternational.globo.com\/busca\/click\">the presidential race<\/a>, Mr. Alckmin replied that elections tend to make journalists and politicians anxious. \u201cEvery election is competitive, and that\u2019s a good thing,\u201d he said, adding that the economy will ultimately decide the outcome. \u201cWe\u2019re in an odd-numbered year, and elections are in even-numbered years.\u201d<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"64\" data-block-id=\"11\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">In municipal elections, he said, voters focus on local issues like public lighting, day care, and health clinics. In national elections, the key factors are the economy, inflation, and employment. \u201cAnd it\u2019s about how people feel in the six months leading up to the election. That\u2019s true around the world. What matters is the economy.
