This omission serves as a telling indicator of the bill\u2019s intent. Proponents, especially conservative factions within agribusiness, mining, and industry, frame the bill as a modernization effort. But its complete disregard for the ongoing climate emergency signals a step backward, enshrining outdated principles and representing, according to environmentalists and scientists, one of the most severe socio-environmental regressions in the country\u2019s history.<\/p>\n<\/div>\n<div class=\"wall protected-content\">\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"65\" data-block-id=\"3\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">\u201cApparently, climate isn\u2019t considered relevant for a law that\u2019s fundamental to Brazil\u2019s environmental protection system,\u201d says Suely Ara\u00fajo, former president of the Brazilian Institute of Environment and Renewable Natural Resources (Ibama) and current public policy coordinator at the Climate Observatory, Brazil\u2019s largest coalition of organizations focused on climate and development. \u201cIt\u2019s shameful, especially in 2025. This is a law designed to be obsolete from birth.\u201d<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"67\" data-block-id=\"4\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The Brazilian Society for the Advancement of Science (SBPC) is among the many civil society organizations\u2014including industry and commerce groups alongside environmentalists, Indigenous peoples, Quilombola communities, and other traditional groups\u2014opposing what they call the \u201cDestruction Bill.\u201d Backed by over 160 organizations, SBPC issued a manifesto outlining the bill\u2019s effects according to scientific consensus: it weakens the mechanisms for analyzing, controlling, and supervising potentially destructive and polluting projects.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"57\" data-block-id=\"5\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Of Brazil\u2019s six major biomes, four\u2014Amazon, Cerrado, Pantanal, and Caatinga\u2014are approaching irreversible tipping points. \u201cCrossing these thresholds could trigger ecological collapse, destroying ecosystem services essential to life,\u201d scientists warn. They recommend halting native vegetation destruction, combating wildfires and environmental degradation, and urgently scaling up restoration efforts. These recommendations stand in stark contrast to the bill\u2019s deregulatory agenda.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"55\" data-block-id=\"6\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The criticisms don\u2019t stop there. In addition to endangering key biomes, the bill undermines the Atlantic Forest Law\u2014protecting a biome that has already lost 76% of its original cover\u2014and is incompatible with Brazil\u2019s climate commitments under the Paris Agreement. Its approval would also undercut Brazil\u2019s leadership aspirations ahead of COP30, scheduled for November in Bel\u00e9m.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"56\" data-block-id=\"7\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Critics point to several dangerous and controversial provisions. The bill exempts a wide range of agricultural activities from environmental licensing, regardless of their environmental impact. It shifts responsibility onto developers by allowing medium-sized projects with moderate pollution potential to receive automatic approval based on self-declaration. Even worse, oversight of these licenses would rely on random sampling.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"35\" data-block-id=\"8\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Such provisions may sound plausible in an ideal world\u2014not in Brazil, where efforts are ongoing to protect standing forests, enforce environmental laws, and safeguard Indigenous and Quilombola communities from forced displacement caused by infrastructure projects.<\/p>\n<\/div>\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"69\" data-block-id=\"9\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">The bill also excludes important input from non-licensing agencies such as Funai (the Indigenous affairs agency), ICMBio (biodiversity conservation), and Iphan (cultural heritage). Moreover, it detaches licensing from water usage rights, ignoring crises like those in the Cerrado, where over half of municipalities have seen surface water supplies drop by 30%. Nearly 80% of Quilombola territories and 32% of Indigenous lands\u2014awaiting legal recognition\u2014would be disregarded in the licensing process.<\/p>\n<\/div>\n<div data-track-category=\"multicontent\" data-track-action=\"ultimo chunk conteudo\" data-track-noninteraction=\"false\" data-track-scroll=\"view\">\n<div class=\"mc-column content-text active-extra-styles \" data-block-type=\"unstyled\" data-block-weight=\"56\" data-block-id=\"11\">\n<p class=\" content-text__container \" data-track-category=\"Link no Texto\" data-track-links=\"\" data-mrf-recirculation=\"Article links\">Researchers J\u00falia Benfica Senra and Gesmar Rosa dos Santos highlight further risks.
